We are a coalition of concerned property owners and communities working to oppose the development of Evans Farm into a 36 building, multi-family apartment complex.
WHEREAS, a conditional use application, denominated Conditional Use No. 2206, was filed on behalf of Linder & Company, Inc. (Evans Farm)
AN ORDINANCE TO GRANT A CONDITIONAL USE OF LAND IN A GR GENERAL RESIDENTIAL DISTRICT FOR MULTIFAMILY
(200 UNITS) TO BE LOCATED ON A CERTAIN PARCEL OF LAND LYING AND BEING IN BALTIMORE
HUNDRED, SUSSEX COUNTY, CONTAINING 50.62 ACRES, MORE OR LESS.
The property is lying on the north
corner of the intersection of Railway Road (S.C.R. 350) and Old Mill Road (S.C.R. 349) and also being on the
south side of Railway Rd. (S.C.R. 350) approximately 696 feet northeast of Old Mill Rd. (S.C.R. 349). 911

Overcrowding - Conditional Use This development is being proposed as a solution to the County’s stated need for moderately priced housing. In the overall county this may in fact be a need. However, the Millville comprehensive plan from 2019 indicates that enough moderate-income housing exists in this area. In These apartments are not proposed as 'Moderate Income' Apartments.This increase in density will create pressures on traffic, schools, healthcare and emergency services
Traffic: Current residents are well aware of the traffic volume and road conditions that become increasingly worse with every new development. In 2008, DelDOT’s own engineering firm determined that the existing roads in the immediate area could not be maintained in an acceptable service condition.
2019 DelDot approval was granted based on 10 year old traffic counts.
Stormwater & Pollution: The stormwater runoff given the condition of this parcel and the additional impervious surface created by the multitude of buildings, internal streets and parking lots creates a threat to the adjacent communities that already deal with flooding and stormwater management.

Public Health: Our health infrastructure is already challenged. Many of us wait up to 6 months to get an appointment with a doctor. Covid has only made that worse. As much of our near area residents are in a high-risk category, this development as proposed becomes a threat to our well-being.
Safety Risks: Pressure on Emergency Services already stressed by increasing population and traffic congestion will only be made worse by increased density in our Community.

Both the County Council and the Planning and Zoning Commission value input from their constituents. In this time of Covid and the challenges of appearing in person at Public Hearings, written/electronic communication with the P&Z Commission and the County Council becomes critical.

A public hearing has been scheduled by the Planning and Zoning Office for February 18, 2021.
The County Council will hold a Public Hearing on March 23, 2021 at 10 a.m.
Write 'Letters to the Editor' of the local media.
The Commissioners and the County Council read the local papers as do their constituents. Creating awareness amongst the greater public adds power to our collective voice.
